What's the difference between the ODP, Protective Covenants, Covenant Guidelines and
Bylaws?
The Columbine Knolls South Planned Development Restrictions, commonly
referred to as the Official Development Plan or ODP, is filed with Jefferson County Planning and Zoning. It is the underlying zoning document for the development of our community, as well as several other communities in the immediate area, and is enforced by Jefferson County. This is a binding document on all homeowners in
CKSII and is enforced by the Jefferson County Planning and Zoning
Department.
The Protective Covenants are specific to Columbine Knolls South II and lay out general guidelines for homeowners to follow with the purpose of maintaining an up-scale community in a consistent manner. The covenants are also filed with Jefferson County. These covenants are binding and are enforceable by any member of the community or by our
Homeowners' Association.
The Covenant Guidelines contain more specific wording than the Covenants. The intended purpose of the guidelines is to clarify and provide for a consistent interpretation of the Covenants, which is the underlying document to the guidelines. This document is not filed with Jefferson County.
The Bylaws are the rules governing the operation of our Columbine Knolls South II Homeowners' Association and are filed with the Secretary of State.
How do I find out what's going on in the community?
There are several ways to do this.
The Homeowners' Association generally meets monthly and these meetings are posted at most entrances to the community, approximately

THE REVIEW is the Columbine Knolls South II newsletter, which is published and distributed monthly to all homes in the community by the Homeowners' Association.

contact information for you to submit information or questions. It is the most comprehensive source of information available.

I want to make an improvement to my property. Do I need approval to make this improvement and how do I go about getting it?
Yes, an approval by the Architectural Control Committee is usually required as set out in the

I'm re-painting my house with the same color and replacing an old fence with a new one. Do I need approval to make these improvements and,
if so, how do I go about getting it?
Yes, an approval by the Architectural Control Committee is required, even if you are replacing existing items with similar ones. This ensures that all improvements are approved by the ACC, as set out in the covenants. I'm building a fence. What do I need to do?
If the fence is more than 42 inches tall, Jefferson County
requires a building permit. This requirement is for new or

My home borders Wadsworth Blvd. I've been told that I can build
a 10 foot fence for that portion of my property that borders Wadsworth.
Is this correct?
To construct a fence taller than 6 feet on your property that borders
Wadsworth Blvd., there are several requirements. You must obtain a
building permit from Jefferson County. You must obtain a variance
from Jefferson County. The variance is required because zoning
ordinances limit fence height in the CKSII community to 6 feet.

I'm doing some work on my house and property. Do I need a permit?
The answer to this question depends on the type of work being done. To be on the safe side, it is recommended that you contact
the Jefferson County Planning and Zoning Department and give them the details of your work. They will be happy to answer your questions. A link to the Jefferson County

I want to build a small shed or a playhouse in my back yard. Are there any requirements that I need to be aware of?
Yes. Sheds and certain other structures are subject to specific restrictions through zoning and building regulations and by the
Columbine Knolls South Planned Development Restrictions
“ODP” for Columbine Knolls South.
Jefferson County normally requires a building permit before any type of structure can be built on a residential lot. Garages, storage and tool sheds, greenhouses, gazebos and some playground equipment are examples of structures which may require a building permit. The property owner must complete a permit application and provide a site and structural plan showing all dimensions of the proposed structure. The permit fee varies depending on the size of the structure.
Other regulations apply to mini-structures, which the county defines as "A detached accessory building used as a tool or storage shed, playhouse or similar
use ...". Click

mini-structures do not require a building permit, but they do require
that a Miscellaneous Permit Application be submitted and they normally
must meet setback requirements. Since regulations can change, it
is recommended to contact the Jefferson County Planning and Zoning
Department.
All structures must be in architectural compliance with the Protective
Covenants. This means that the design of the structure and the quality of materials and workmanship must be in harmony with existing structures in the
community. The covenants require that the structure be approved by the Architectural

I have a problem with cars speeding past my house. Can I
have a speed bump installed?

I have a recreational vehicle. Are there any restrictions
regarding parking of my RV on the public streets?
Yes. 5.55.10.3 No major recreational vehicle or trailer shall be parked on any County highway within any residential district in unincorporated Jefferson County for a period in excess of two (2) weeks for any one-year period.

I have been told that I have 72 hours to stage my recreational
vehicle both before and after my trip. Is this true?
No. Jefferson County has no set "staging period".
Instead, they allow 14 days for any 12 month period. Here's the
wording of the actual ordinance: 5.55.10.3 No major recreational vehicle or trailer shall be parked on any County highway within any residential district in unincorporated Jefferson County for a period in excess of two (2) weeks for any one-year period.

My son has a small gas-powered scooter. Can he ride that on
neighborhood streets and sidewalks?
No. Here's what the Jefferson County Sheriff has to say about
scooters that are similar to the picture to the right.
"If you stand up on it, and it has a motor, it is NEVER legal to
ride it on a public street or sidewalk. Stand-up motorized scooters
are only legal to ride on private property." |

I'm have a problem with a barking dog. Is there anything that I
can do?
Yes. The Jefferson County Animal Control Section recommends talking face to face with the dog's owner as a the first step. If this is unsuccessful, you may call 303-271-5070 (extension 0) and file a formal complaint.
