  • What's the difference between the ODP, Protective Covenants and Bylaws?

    • The Columbine Knolls South Planned Development Restrictions, commonly referred to as the Official Development Plan or ODP, is filed with Jefferson County Planning and Zoning. It is the underlying zoning document for the development of our community, as well as several other communities in the immediate area, and is enforced by Jefferson County. This is a binding document on all homeowners in CKSII and is enforced by the Jefferson County Planning and Zoning Department.
    • The Protective Covenants are specific to Columbine Knolls South II and lay out general guidelines for homeowners to follow with the purpose of maintaining an up-scale community in a consistent manner. The covenants are also filed with Jefferson County. These covenants are binding and are enforceable by any member of the community or by our Homeowners' Association.
    • The By-Laws are the rules governing the operation of our Columbine Knolls South II Homeowners' Association and are filed with the Secretary of State. 
  • How do I find out what's going on in the community?

    • The Homeowners Association generally meets every other month and these meetings are posted at most entrances to the community, approximately five days in advance. They are open to all HOA members of the community. Click here for HOA contact information.
    • THE REVIEW is the Columbine Knolls South II newsletter, which is published and distributed monthly to all homes in the community by the Homeowners' Association.  Click here to see current and past issues of the newsletter. 
    • This website is also available to those community members with internet access. It has both current and historical information about the community and provides contact information for you to submit information or questions.  It is the most comprehensive source of information available.

  • I would like to be an active member in my community. How do I volunteer?

    Feel free to contact any member of the Homeowners' Association Board, attend one of the HOA meetings or complete the online volunteer form. 

  • I want to make an improvement to my property. Do I need approval to make this improvement and how do I go about getting it?

    Yes, an approval by the Architectural Control Committee is usually required as set out in the Protective Covenants. To assist you in the approval process, the ACC has created a form, which will help you determine the necessary items needed for approval. The form and the detailed procedure for approval are located on the Architectural Control Committee page.  

  • I’m thinking about installing solar panels on my home, are there any special requirements for architectural approval?

    No. Plans are submitted in the normal manner to the Architectural Control Committee (ACC). House Bill HR2454 was also enacted to govern solar panel installation and provides some really good information.  

  • I'm re-painting my house with the same color and replacing an old fence with a new one. Do I need approval to make these improvements and, if so, how do I go about getting it?

    Yes, an approval by the Architectural Control Committee is required, even if you are replacing existing items with similar ones. This ensures that all improvements are approved by the ACC, as set out in the covenants.   • I'm building a fence. What do I need to do?

    If the fence is more than 42 inches tall, Jefferson County requires a building permit.  This requirement is for new or replacement fences.   For more information click here.

  • My home borders Wadsworth Blvd. I've been told that I can build a 10 foot fence for that portion of my property that borders Wadsworth. Is this correct?

    To construct a fence taller than 6 feet on your property that borders Wadsworth Blvd., there are several requirements.  You must obtain a building permit and a variance from Jefferson County.  The variance is required because zoning ordinances limit fence height in the CKSII community to 6 feet.   • I'm doing some work on my house and property. Do I need a permit?

    It on the type of work being done. To be on the safe side, it is recommended that you contact the Jefferson County Planning and Zoning Department and give them the details of your work. They will be happy to answer your questions. NOTE: Architectural Control Committee approval is also required for your improvements. 

  • I want to build a small shed or a playhouse in my back yard. Are there any requirements that I need to be aware of?

    Yes. Sheds and certain other structures are subject to specific restrictions through zoning and building regulations and by the Columbine Knolls South Planned Development Restrictions (ODP) for Columbine Knolls South.  Jefferson County normally requires a building permit before any type of structure can be built on a residential lot. Garages, storage and tool sheds, greenhouses, gazebos and some playground equipment are examples of structures that may require a building permit. The property owner must complete a permit application and provide a site and structural plan showing all dimensions of the proposed structure. The permit fee varies depending on the size of the structure.


    Other regulations apply to mini-structures, which the county defines as "a detached accessory building used as a tool or storage shed, playhouse or similar use ...".  Click here for mini-structure requirements.  Typically, mini-structures do not require a building permit, but they do require that a Miscellaneous Permit Application be submitted and they normally must meet setback requirements.  Since regulations can change, it is recommended to contact the Jefferson County Planning and Zoning Department.


    All structures must be in architectural compliance with the Protective Covenants.  This means that the design of the structure and the quality of materials and workmanship must be in harmony with existing structures in the community.  The covenants require that the structure be approved by the Architectural Control Committee.   


    Homeowners with additional questions should contact the Jefferson County Planning and Zoning Department.  They will be happy to answer any questions that you may have regarding the permit and application process, as well as the current county regulations.   

  • Is the HOA-sponsored trash program for HOA members only?

  • I have a problem with cars speeding past my house. Can I have a speed bump installed?

  • I have a recreational vehicle. Are there any restrictions regarding parking of my RV on my property?

    Yes.  Here are the covenant requirements.  D-6 RECREATIONAL VEHICLE STORAGE The storage of recreational vehicles such as boats, campers, trailers, motor homes, snowmobiles, etc. shall not be permitted within this development unless such storage is totally screened from public view by a solid six (6) foot fence.

  • I have a recreational vehicle. Are there any restrictions regarding parking of my RV on the public streets?

    Yes.  Ordinance Adopting Policy 3.4.3 has restrictions. Section J1:"It shall be unlawful for any Person to Park any Major Motor Vehicle upon any Highway within any Residential District in unincorporated Jefferson County, except for the purposes of loading, unloading or other immediate and active use."   and Section J2: "No Major Recreational Vehicle or Trailer shall be Parked on any Highway within any Business District or Residential District in unincorporated Jefferson County for a period in excess of twenty eight (28) days within any one-year period." 

  • I have been told that I have 72 hours to stage my recreational vehicle both before and after my trip. Is this true?

    No.  Jefferson County has no set "staging period".  Here's the wording of the ordinance:  Ordinance Adopting Policy 3.4.3 Section J1 states, "It shall be unlawful for any Person to Park any Major Motor Vehicle upon any Highway within any Residential District in unincorporated Jefferson County, except for the purposes of loading, unloading or other immediate and active use."  Section J2 states, "No Major Recreational Vehicle or Trailer shall be Parked on any Highway within any Business District or Residential District in unincorporated Jefferson County for a period in excess of twenty eight (28) days within any one-year period." 

  • My son has a small gas-powered scooter. Can he ride that on neighborhood streets and sidewalks?

    No.  Here's what the Jefferson County Sheriff has to say about scooters that are similar to those pictured on this link.   


    "If you stand up on it, and it has a motor, it is NEVER legal to ride it on a public street or sidewalk. Stand-up motorized scooters are only legal to ride on private property."

  • I want to sell my car. Can I put a 'For Sale' sign on it and park it in the street in front of my house?

    No. That is a violation of Ordinance Adopting Policy 3.4.3, Section J3, which states, "It shall be unlawful for any Person to Park any Vehicle for sale upon any Highway within any Residential District in unincorporated Jefferson County.

  • I'm have a problem with a barking dog. Is there anything that I can do?

    Yes.  The Jefferson County Animal Control Section recommends talking face to face with the dog's owner as the first step. If this is unsuccessful, you may call 303-271-5070 (extension 0) and file a formal complaint.  Click here to be directed to Jefferson County Animal Control website.
